CSA UNCOVERS RISING INVOLVEMENT OF FOREIGN NATIONALS IN LOCAL ONLINE SCAMS

There is growing foreign nationals’ involvement in online scams and cyber-enabled human trafficking operations in Ghana, the acting Director-General of the Cyber Security Authority, Mr Divine Selase Agbeti, has stated.

In a joint news conference with the Director-General of the Criminal Investigations Departments (CID) of the Ghana Police Service, COP Lydia Yaako Donkor in Accra, Mr Agbeti provided detailed insights into four major operations carried out between May and July 2025 with the exercise leading to the arrest of 65 suspects, including 49 foreign nationals, many of whom were victims of cybercrimes who themselves eventually turned out to engage in online fraudulent activities and other sophisticated cyber fraud schemes.

Mr. Agbeti presented a breakdown of the four joint operations undertaken in Dodowa, - Sassabi, Bortianor-Ngleshie Amanfro, Teshie-Nungua in the Greater Accra Region and Sogakope in the Volta Region.

On the Dodowa - Sassabi, Ubuntu Estate operation on July 4, 2025, the Director-General said security officers acted on intelligence received from an informant who reported being kidnapped and coerced into cybercrime activities.

“Upon investigations, security operatives raided a residence in Ubuntu Estate, Dodowa, leading to the arrest of twenty-five foreign nationals. Items seized included 40 laptops, 30 mobile phones, and Starlink internet equipment. Preliminary investigations revealed that 23 of the foreign nationals were trafficking victims. The victims have since been repatriated, while two Ghanaian suspects remain in custody pending further investigations and prosecution,” he added.

He further shared details on a second joint operation that was carried out at Bortianor-Ngleshie Amanfro on July 17, 2025, indicating that sixteen foreign nationals were arrested during the raid adding that the team also retrieved twenty-two laptops and eleven mobile phones.

Mr Agbeti stated that following investigations, thirteen of the suspects were currently being processed for repatriation to their respective home countries.

Touching on the third operation executed on July 28, 2025, near Junction Mall around the Nungua area, the Director-General intimated that fourteen individuals were arrested, comprising thirteen foreign nationals and a Ghanaian and that preliminary investigations indicate that some of the individuals may be victims.

Highlighting the fourth operation carried out in Sogakope and Sege, the acting Director-General noted that some Ghanaians had also been implicated in these cyber-enabled crimes, as he detailed that on May 29, 2025, a raid in Sogakope led to the arrest of 10 individuals suspected of impersonating high-profile personalities, including Members of Parliament with the ringleader initially fleeing, but was later apprehended and currently in police custody.

He commended the CID and other international partners for their continued support in arrests, victim identification and repatriation efforts as he urged the public to support ongoing efforts by reporting suspicious cyber activities to the Cyber Security Authority via the short code 292 or email report@csa.gov.gh.
